Rationale and Purpose of the Module:

To identify, analyse and explore the role and functions of the civil service within the context of the overall politico-administrative system in Ireland.

Syllabus:

Key features of the modern democratic state; the Irish state at independence; growth of the public sector; the constitutional and legal position of the public service; the structure of the public service; the civil service; government departments; ministerial responsibilityand ministerial resources; the higher civil service and the policy process; coordination and control of the policy process; civil service reform and modernisation.

Demonstrate awareness of the essential features of the modern Irish democratic state Identify the key functions,structures and processes of the Irish civil and public service Demonstrate familiarity with current leading concepts and trends in administrative reform

Evaluate the strengths and weaknesses of the Irish civil and public service both generally and with regard to its specific components

Psychomotor (Physical Skills)

Demonstrate competencies in library based research skills;exam and essay derived writing skills;tutorial based verbal articulation skills;and career development based computer based learning skills

How the Module will be Taught and what will be the Learning Experiences of the Students:

The module is taught through a combination of lectures and tutorials. Assessment is by way of a final exam focused on the lecture component of the programme;a tutorial essay addressing a selected overarching theme of the course;and a supplementary career development component exercise
